Dr. Michael Salce

Dr. Michael Salce

Licensed Educational Psychologist

Dr. Salce is the Director of the School Psychology program and an Assistant Professor in the Department of School Counseling and School Psychology at Azusa Pacific University. He has been teaching for Azusa Pacific University since 2010, and is also a practicing Licensed Educational Psychologist working within the greater Los Angeles community conducting psycho-educational evaluations, as well as working with families of children with emotional and mental health needs.

Dr. Salce received his Doctorate of Education from the University of Southern California in Educational Psychology, and is also an alumnus from Azusa Pacific University, where he obtained his M.A. in School Psychology. He has been a practicing Educational Psychologist for the past 17 years working at both the primary and secondary levels, and he also consults with districts within the county of Los Angeles, regarding the mental health needs for students that receive special education services. 

Arnold P. Tovar, MS

Arnold P. Tovar, MS

Licensed Educational Psychologist / Licensed Marriage and Family Therapist

Credentialed as a School Psychologist in 1976, and Licensed as an Educational Psychologist (LEP) in 1982 and a Marriage and Family Therapist (LMFT) in 1984, Arnold Tovar is highly experienced as a mental health professional. In his 40+ years of experience Mr. Tovar has been employed as a School Counselor, a School Psychologist, a Director of Pupil Personnel Services, a Special Education Director, an Assistant Superintendent of Student Services and most recently an Interim SELPA Director.

As an Educational Psychologist, Arnold has completed numerous Independent Evaluations and has testified in legal proceedings on multiple occasions. In his career as a School Psychologist and Marriage and Family Therapist, he has supervised over 100 interns and has extensive experience developing and implementing school based mental health programs. Mr. Tovar has also helped teach and train new School Psychologists and Therapists in his work as an adjunct, graduate level instructor for local universities. As a clinician, Mr. Tovar has worked in multiple settings gaining valuable experience in neuro-psychology, and working with victims of violent crimes.

Carmen Morell Rogers

Carmen Morell Rogers

Licensed Educational Psychologist

Ms. Rogers is a founding principal of Spectrum Assessment Services. She has two decades of experience in providing high-quality, individualized psychological/educational services to English and Spanish-speaking, at-risk students and adolescents with a variety of special needs including learning disabilities, emotional/behavioral problems, neurobiological disorders and developmental disorders.

Ms. Rogers is a Licensed Educational Psychologist who holds Pupil Personnel Service credentials in both School Psychology and School Counseling. She is a recognized expert in student psycho-educational testing, development and implementation of individualized education plans and educational counseling.

Ms. Rogers began her professional career as an elementary school teacher and currently serves as a School Psychologist at the Bonita Unified School District. She is a graduate of the University of California, Irvine and holds a Master's Degree in Counseling Psychology from National University. A lifelong resident of Southern California, Ms. Rogers supports her community as a member of the National Charity League.
